School Is Out!
It's June and school is finally out. Students have responded well to the many TAKS tests. Teachers have endured not one, not two, but three instances of anxiety about their job. Principals have been nervous all year about the AEIS rating their school will receive from TEA. Parents have had to endure it all.
There were several TAKS dates this past year. As such, it appeared students were taking a test every month. Many times, it was only a benchmark or an assessment of students' grasp of TAKS objectives. But still, TAKS was always on their mind.
Teachers heard the news of a reduction in force in September as a result of a serious financial exigency (emergency: a sudden unforeseen crisis), after the District learned it had overspent the previous year’s budget by $60 million. More than 350 teachers lost their jobs; a significant sign of the economic times. Then, in April, more than 200 teachers found their jobs in jeopardy because of CEI scores. And in May, teachers in the magnet schools and learning centers faced a revision to the staffing allocation guidelines, resulting in an elimination of teacher and other campus positions.
Teachers lost jobs in October and in May. The Administration reversed its decision to not extend contracts for teachers because of CEI scores. It's been a tough year for teachers, the "front line" employees of the district. I thank them.
Yet, in spite of the fore mentioned, success is abound as more schools will be rated "Exemplary" and "Recognized", while fewer schools will be rated Academically Unacceptable. Great work by the students, teachers, and other staff! Thanks to the principals for their leadership!
The end of school also meant award and recognition programs, and graduation ceremonies. I love seeing students receiving recognition for their academic and athletic success.
I was especially excited to hear that Alicia Alonzo, an 8th grader from Edison Middle Learning Center passed each TAKS (English/Language Arts, Math, Science, and Social Studies) with a perfect score. A perfect score on four tests! Imagine that!!!
I gave remarks at seven graduations for District 5 high schools. Although I planned the same speech for each ceremony, I deviated slightly for each school, because they are unique, and deserved to have comments relating especially to their class.
For students and staff, it's time to take a well-deserved break. Enjoy a safe summer. We'll see you in August.

Would some one please tell the truth, the whole truth in its entirety about the TEA ratings. How many schools were really Exemplary, Recognized, acceptable or AU? You know the ones, they are without a waiver of any kind. These are the ones to be exalted. The others worked and should be proud of what they did accomplish. But the parents and the students are falling for all the hoop-la and are believing that they are no longer AU or that they are exemplary, when in fact without a waiver, they are something else. Please Lew, show some honesty and give us the real truth. Gains are gains, but these are A's for C work.

If a school is rated AU for 2 consecutive years, does the principal keeps his/her job? I was under the impression that the administration goes first. At one campus, teachers have been told to prepare for reconstitution, yet the administration is NOT preparing. How does this work?

Congratulations to all of you students who made it through another year (including my son).
DISD has many students and teachers and schools to be proud of.
But there are many struggles still ahead. While nearly 13,000 bright young children enroll in 9th grade in DISD by 12th Grade barely 7,000 remain and only slightly more than 5,000 actually graduate. This is a travesty.
For the last three years DISD has woefully mis-managed its budget and has continually refused to allow the taxpayers to fully participate in helping turn the district around. For instance, a detailed budget is witheld from public scrutiny until AFTER it has been approved by the Board.
Frankly, based on past performance, I have little faith in the Administration's ability to formulate a working budget. I urge the Trustees to rectify this situation by opening the budget process more fully and allow the public to see the detailed budget prior to its approval.

In the not too distant past Dallas ISD used to be a fairly transparent organization. Public meetings were held to discuss the budget in each district. Perhaps they were not effective and perhaps they were a waste of Trustee's valuable time - I can understand that. But Dallas ISD suffers from a perception problem. The public perceives the Administration, and by extension the Trustees, as so secretive "they must be hiding something" when in fact the complete opposite may be true. For instance, Dallas ISD used to publish the monthly check register in a PDF document on-line. That ended in February of this year. WHY? Getting that "public" information now requires a freedom of information request to DISD Legal Services. There is that perception problem again. Dallas ISD flows 1.5 BILLION dollars of cash through its coffers every year yet we, the public, don't have confidence in DISD as a business organization. My friend and neighbor Bernard Fulton passed away at 99 years of age several Sundays ago. He was passionate about public education and as founder of Greenhill School he was very aware that there is the "business" of education as well as the separate function of effectively teaching the children. My son is getting a good education in Dallas ISD because his teachers and principal at Travis Tag are outstanding. For that I want to thank you. Now let's tend to the budget garden to help Dallas ISD grow straight and strong.
